Catchment report

Stub. This recipe — every cancer measure over a center’s declared catchment geographies, with source, release and interval, as of a named catalog release (SPEC.md’s “CCSG hook”) — needs the catchment.center / catchment.member namespace and a catchments.yaml of center-declared geographies, neither of which exists yet. Tracked in cancer-basemap#43.
